If bill is passed, all these accounts will go local. Domain registrations will be done only with Canadian registrars. It can't be policed, and it's important to not try to, or else we suffer the consequences. Attempting to police it forces people to use proxy servers, and that makes your connection slower. Policing the Internet also can be an invasion of privacy. They might make it harder to get a domain name. And what if the gov breaks into you server room?
