This can manifest in many ways. Among them is poor judgment. With the blocking of though centers, one can believe they are able to do something they are not, like drive a car, or cross the street in to traffic.

This was a one time event, of which he was found to be legally responsible for driving while intoxicated, but the actual incident was put upon the man who WALKED OUT IN FRONT OF THE MOVING VEHICLE.
