Yes it is free most of the time, and even if it isnt you cant be charged for using it without subscribing. However, most wifi is locked which means it requires a password to access it."free" wifi simply means that it can be publicy accessed without a password.
If a guy called "Tennismaster" is giving advice on WiFi networking then maybe Nadal or Federer have another career after they finish on the pro tennis circuit !!
