In Africa programmes were launched in Soweto and other South African districts to prevent incest and sodomy...this wasn't an uncommon phenomena, it was under the spotlight because of the rapid nature in which HIV/AIDS was being spread generation by generation and it also explained the high mortality rate of the youth there.
