It's a still image on a curved CRT screen being recorded by a handheld camera being purposefully put in and out of focus. How can I tell? The very first second, bottom right-hand corner is a date/timestamp similar to that which one would only get from something pre-recorded then it zooms in and away from that.
i dont think thats a ufo it looks like a star and there just moving the camera around alot dont get me wrong i believe in ufo's but u can't tell with this.

Not sure because of the camera movement, but in my experience it could be a "Klingon Bird of Prey".
