Only because the game is ridiculously imbalanced. Storm should regenerate her energy 10 times faster than anyone, yet it's just as slow as the others'. She also loses oodles of health from melee and explosions, making her only way of combating power characters ranged elemental attacks - which as alluded too, deplete WAY too quickly and regenerate at snail's pace. -_-

I've had her die on me from one vehicular explosion from FULL HEALTH! : /
