@UndercoverVoice laser removal is very dangerous, the ink can travel to your liver and kidney, the people that do the laser removal won't tell that person that is getting it done, or possibly. laser can take multiple sessions, and total removal is not guaranteed

From the voice of someone who has sought tattoo removal the only reason someone one would choose this over laser because it is quicker and is less expensive. Laser treatments can take up to 16 sessions depending on the size and color. Which costs thousands and each session has to be 6 weeks or so apart. Still after laser it is still hard to say the tattoo will be all gone. With excision you can just go in and cut it all off. Sometimes you have to make sacrifices due to your mistakes.
