I just looked up the book it was based on and it looks like the book was published in 1979 which makes a lot more sense. This is a very 70s movie, although some of the attitudes were unfortunately still around in the 80s.
I thought the mom was going to come out with some story about how she'd been raped as a teenager and never reported, or something like that. Pretty good realistic movie although everybody in it looks very old-fashioned for 1983.
For the 70s, that was a lot of new information and thinking. Up till then, most rapists never got caught because the victim was afraid of being blamed for dressing sexy or otherwise giving the impression she was easy.
Same thing went for the 80's as what happened in the 70's. It wasn't until the 90's (and even since then) rape, abuse and other such crimes weren't / aren't taken seriously. It sucks. I wish they WOULD take them seriously. Urgh.
Wow, they could have at least said what happened to the rapist guy. Did anyone else think that her family was really weird?

They seem like they're at an audition not a line up. Turn to the left, now the right, say these lines...do they still do this?

As far as I know, yes.

Um, they are taken seriously, and they always have been.

Actually, no. Not always. If they were, why are so few reported?

Wasn't that Richard Roundtree as the cop? Like the guy playing the dad, likely another member of "An Eye for an Eye" in this episode.

No, that wasn't Richard Roundtree.
