LOTR was based upon a lot of Northern European folklore and tales, upon which there wouldn't of been any black people around the region 'back in the day'. And the enemies being dressed in black, that's nothing to do with skin colour. Throughout history the colour white has had connotations of purity/good, and black; evil, obviously. You cant change a film to be politically correct purely because things are seen differently today, that would be changing the story and wouldn't make any sense.

The Nazgul were white - not pinkish-tan like people from Europe. (They were dressed as riders in black, but when Frodo put the ring on he saw pure white ghosts).
