The animations are just .gif files, any image editor that can make layered images and can save as .gif can make animated images (Gimp, Photoshop, etc.).

Those additional images and banners you see at the top of certain channels or video descriptions are an exclusive feature for YouTube Partners. Yeah, it's something I've been trying to convince YouTube to change for a while, but I doubt they will.
