IIRC, it was explained back in the day when Winger/Reb were huge in Guitar World & Guitar For The Practicing Musician so if you could find anything from that era they'd be helpful. Another would be his Instructional Videos "Cutting Loose" or "Homegrown". I remember it had something to do with his 3rd (ring) finger "plucking" notes ala Tele-style "Chicken Pickin'" that made his very fluid and one of the few tappers with a style his own... but I'm a Bassist, and can't explain the technique. ;-)
@yourstupidyouknowtha good question... cause thats probably the best part. i guess i just didnt have the patience to figure it out myself and no tabs for it were right, cause my original plan was to learn both solos
