It's called being an adult. If you screw up by not bringing your ID when you know that's the policy, you take responsibility for that. You pack up and leave, and do so in a way that doesn't disturb the other students. To bradb1977's other good point: yes its hard to use "usual" times due to differences between human physiology and psycology. Officers have to make snap judgements on whether they go overboard and threaten a life. Here hes lucid and in a clear voice continues to argue. Could they cuff and drag? Yes. But cuffing doesn't make a person move when resisting, anyone who has tried to drag a drunk friend out of a bar can attest to that.
Dolphins, you make several valid points that the taser is their best option. However, have you ever seen 4 officers lift and carry a person? Drunk or not they can do it. The taser may make this easier for them, but I for one am not willing to agree that because this is their best option in causing pain, it is automatically the right one.
And yes bradb1977 makes a good point about Taser and about there being documented incidents. However the Taser is probably the most tested device in the arsenal of the modern officer by TSI and independent review. The incidents of fatality are few and far between compared to the potential benefits the taser provides. Of course we could just go back to beating people with batons (See Post-Katrina New Orleans). That is brutality, this follows a flawed rule.
The issue here though is not the officers then, its UCLA's policy on the USE of tasers. UCLA is a handful of universities that even allow tasers (all other universities just give officers a baton, flashlight, CS/Pepperspray, and a handgun. The Taser in my opinion is the least painful of those in the long run having encountered personally all of the "less than lethal" options and hopefully never will encounter the lethal one.

hey, i have been tased. for all you people who don't know didaly squat, a taser is set at 50,000 volts, there is no changing that. the only thing the police have control over is how long it goes for a max of 5 seconds on one trigger pull. i have seen several people get tased, including a 65 year old man, an obese man, and a female. every last one of them stood up immediately after getting tased. there is no lasting effects.
Additionally while you have seen tests (and anyone who looks on here can find plenty of tazing videos) the reports from the tazing producing companies themselves stress caution in use. Their own studies reflect the potential harm and it has been stated many times by various sources there is little training involved in the potential harm to the victim.
For starters, lets start with the obvious. Place close attention to the video oh blind one. Notice that there are multiple officers dealing with the situation. Second, do you have any clue what came over the radio to the officers as to the situation. No, nor do I, but as an educated guess it probably was reported as a disturbance, possibly, but very unlikely, as a domestic. So as procedure goes, they would have come in with at least 2 officers if not more.
The campus cops are there already when it begins. They could have restrained him where he was and ended the entire situation by waiting for more officers. they chose not to. Instead of defusing the situation they repeatedly made it worse. Holding him there in the doorway without anywhere to run and they could have cuffed him. That makes sense and is using reasonable force. They chose what to them was a punishment route. "Oh, not complying, go ahead and juice him again Ernie!"
As another point of notice, officers want to go home at the end of their shifts. As to the violators of the law, what happens to them is secondary in their eyes, as it is always that way in mine. That's why the use of force scale exists. You continue to assend the scale until the subject complies or, in a worse case scenario, is incompacitated. And as I said previously, the Taser is considered the lowest item on the continuim, as it only lasts 5 seconds and has to lasting side effects.
I am sure they want to go home. I have family who are police and I want them to come home too. However, there MUST be an accountability for their actions. I bet every cop would come home if they just started shooting every suspect every time! That way there would be no chance of harm to the officer! Ridiculous statement. Ascend the scale, sure, there were other ways to handle it. Just because something is easier does not make it right.
And as far as your medical harm to victims goes, your head is undoubtably far up your ass. Have to checked the official Taser website, which by the way, there is only one "tazing producing companies" for police issued Tasers, it's Taser International. Here's their website taser dot com. As far as training on the "potential harm" of Tasers on the victims, officers go through extenous training on the subject during the class. What to expect from the subject being Tased. Also how to properly remove the darts and every other possible scenario that might occur, BUT NEVER HAS, as a result of the Taser being deployed on the subject. There are no deaths related to Tasers to this day. You are encouraged to respond to these comments, I welcome them.

The video show police were well within their policy to administer the taser to the student. The tool is used in an effort to gain compliance from subjects. All the way to the end the student did not comply. He was taken out with his feet dragging the floor. He was repeatedly told to stand up. He choose to protest. However, it is not known if he had sustain any injuries... I don't think so.
The policy should be changed. The student had a bipolar disorder. Most of the students were clearly upset by the act. If this is the punishment that, perhaps we should go around tasering children if they're out past curfew. The student should have complied, but there was no need to taser him, and they could've just let him leave. I don't know what it's like to be tasered, but I doubt that you can stand after being shocked, so they shouldn't have kept asking him to and tasering him.
However foolish the student was (very), and whether he intended to provoke or not (probably), I still think this highlights inadequate training of the campus staff; their method and attitude was entirely counter-productive.

I still believe the issue to be with the officers. They are reasoning human beings who have the legally mandated responsibility to discern between right and wrong. It has been ruled repeatedly that an officer carrying out an unjust command from a superior is just as at fault as the superior. You cannot hide behind "Just doin muh job." Rules and morals are not mutually exclusive. Rules require the use of sound judgement. Which you cannot say was used here.

Oh and a minor correction, the Taser in question was confirmed to be in Drive Stun mode. No barbs are used and it only creates an intense searing pain with "No Incapacitation Time" according to Taser International.

The usual recovery time from a 3-5 second burst is 30 seconds to a minute. Officers continually repeat their demands for him to stand to allow this recovery. The officers even attempted to stand him up. Two people lifting under each arm have would have been able to move him had he been dead weight, his return to the floor indicates an act of resistance. They also issued repeated warnings "If you do not comply we will Taser you again"

I don't see this video shedding any light on anything. We don't see the events leading up to the incident, which too often is the case with any police brutality allegations. What we do see is someone who refuses to comply despite being tazed several times, surrounded by a some idiotic future civil libertarians asking for badge #s in the middle of the chaos.

this is insane!
1) the average person cant stand after being tased, and they hurt more than you can fathom (those cries are nothing).
2) as most of this incident took place near the door, it appears he was in the procces of leaving. not to mention him screaming "i was leaving!"
3)after so many hits, he was incapable of doing any harm, so they should have just dragged him out and put him on the sidewalk (at worst). this was overkill.

Once the tazer stops the shock, there is no residual pain, in turn, you can get tazed twelve or thirty times and get right up afterwards, it is called pain compliance.

Are all college students suffering from "hippy" mentality? The world is a scary place and a cops job isn't a pleasant one. Its high risk day in and day out. They cant afford to take chances on anyone in any situation. The kid didn't listen, was belligerent and disrespectful, and in turn got enough warnings before he got what was just and deserved. Get over yourselves, finish your education, and then get a job and contribute to the world instead of pissing and moaning on a website.

hey, i have been tased. for all you people who don't know didaly squat, a taser is set at 50,000 volts, there is no changing that. the only thing the police have control over is how long it goes for a max of 5 seconds on one trigger pull. i have seen several people get tased, including a 65 year old man, an obese man, and a female. every last one of them stood up immediately after getting tased. there is no lasting effects.

Additionally while you have seen tests (and anyone who looks on here can find plenty of tazing videos) the reports from the tazing producing companies themselves stress caution in use. Their own studies reflect the potential harm and it has been stated many times by various sources there is little training involved in the potential harm to the victim.

For starters, lets start with the obvious. Place close attention to the video oh blind one. Notice that there are multiple officers dealing with the situation. Second, do you have any clue what came over the radio to the officers as to the situation. No, nor do I, but as an educated guess it probably was reported as a disturbance, possibly, but very unlikely, as a domestic. So as procedure goes, they would have come in with at least 2 officers if not more.

The campus cops are there already when it begins. They could have restrained him where he was and ended the entire situation by waiting for more officers. they chose not to. Instead of defusing the situation they repeatedly made it worse. Holding him there in the doorway without anywhere to run and they could have cuffed him. That makes sense and is using reasonable force. They chose what to them was a punishment route. "Oh, not complying, go ahead and juice him again Ernie!"

As another point of notice, officers want to go home at the end of their shifts. As to the violators of the law, what happens to them is secondary in their eyes, as it is always that way in mine. That's why the use of force scale exists. You continue to assend the scale until the subject complies or, in a worse case scenario, is incompacitated. And as I said previously, the Taser is considered the lowest item on the continuim, as it only lasts 5 seconds and has to lasting side effects.

I am sure they want to go home. I have family who are police and I want them to come home too. However, there MUST be an accountability for their actions. I bet every cop would come home if they just started shooting every suspect every time! That way there would be no chance of harm to the officer! Ridiculous statement. As far as training on the "potential harm" of Tasers on the victims, officers go through extenous training on the subject during the class. What to expect from the subject being Tased. Also how to properly remove the darts and every other possible scenario that might occur, BUT NEVER HAS, as a result of the Taser being deployed on the subject. There are no deaths related to Tasers to this day. You are encouraged to respond to these comments, I welcome them.

The video show police were well within their policy to administer the taser to the student. The tool is used in an effort to gain compliance from subjects. All the way to the end the student did not comply. He was taken out with his feet dragging the floor. He was repeatedly told to stand up. He choose to protest. However, it is not known if he had sustain any injuries... I don't think so.

The policy should be changed. The student had a bipolar disorder. Most of the students were clearly upset by the act. If this is the punishment that, perhaps we should go around tasering children if they're out past curfew. The student should have complied, but there was no need to taser him, and they could've just let him leave. I don't know what it's like to be tasered, but I doubt that you can stand after being shocked, so they shouldn't have kept asking him to and tasering him.

Anyone who is disturbed by the police actions here is a fool. He came to the library to make a "statement", draw attention to himself, and provoke the campus police. He refused to show his ID and refused to comply with the law. After engaging in disorderly (and childish) behaviour, the police used the appropriate level of force to remove him; he laid on the floor the entire time and would not move. He should be expelled from school for such ridiculous behaviour. He is a student radical.
