And they only fought once after they escaped, Kautan Palace was just a trailer for MKDA, and they never fought at the Acid Bath, only at Shang Tsung's courtyard where Quan Chi won, his a very powerful sorcerer and the most powerful sorcerer of the brotherhood of shadow which is a group in the netherrealm. Sorceres are more powerful then hell specter's so no. A one on one fight, quan chi would win.
