I'm typing on an old computer with and outdated flash drive right now so i cant see which part of the video you mean, but if you are referring to the part with AVGN its the intro music to an old Norwegian movie from 1963 called "Stompa selvfølgelig"

OR if you are referring to the guy who is screwing around in the mud, it's a piece of music that belong to that clip, probably composed by those who made it. (Its a comedy sketch made by the Norwegian comedy group KLM by the way)
