That is Alfro Wong, managed by my agency, Jiggee Events, that event was an event we managed for One Utama Mall back in December of 2005. He is a mechanic by day and a Limbo King by night. Amazing what this man can do 12 inches off the ground on a flaming stick. Rest assured his chest has no hairs! :)
