Check out her first Ultra in the place where you found the second, you'll see the recovery frames have dropped DRASTICALLY. So now Viper has a difficult choice: a much better version of her previous ultra, or this badass thing which looks like you can Tiger Knee the motion to make it come out shallow (which helps out her mixups a whole lot).
