According to the international regulations of war conduct they should have made an ultimatum so people could leave the war zone. Saakashvili never was hiding his plans of attacking us or Osetians. He enlarged his military budget more than 50 times in les than 4 years. He talks in his speeches GEORGIA FOR GEORGIANS etc... He promised to the Georgian people to return the break away republics with force, just like he did with Adjara. He drove his tanks into the region and over trough the government. He was put in power with a revolution not democratic vote.
