if inflation is the value of the dollar going down cause there are too many dollars in circulation then shouldnt it be called deflation.Or is the word inflation in reference to prices?

The term "inflation" is in relation to the money supply. Deflation is reduction of the money supply. Think of a tire's inner tube. Pump it up - it inflates. Let the air out - it deflates!
