being the best means beating the best, and ninjalink isnt exactly always doing that consistently, again hes very inconsistent. its m2k then a definite #2 would be azen, then #3 probably ally, don't count that one set ally beat m2k in to say that ally is better then m2k, m2k was super aggressive vs snake which is 1 of the reasons he got raped. But it's whatever, think what you want it really doesnt matter.

I personally don't know if hacks should be allowed, I mean anybody can sneak in some "balance changes" in with the harmless infinite replay / no tripping / music / texture hack

There's no way of knowing unless you go check every SD in the venue, which we all know is impossible.
