Correct me if i am wrong it's the same as makeing a short cut on your desktop and seting the file location as --> shutdown -s -t 50 -c "Message" <---- as its the exsact same as useing a bat file to ope the shutdown and by the way your pc will restart fine after fowling your instructions as i tryed and tested it and it failes so if you wont to learn how to make a proper virus drop me a e-mail and GET OFF YOUR MUM'S PC KID.

simply go to the recovery console and copy from windows cd, or plug the broken hdd in another pc, and copy back the deleted files into C:\ from that other pc's C:\
