How could he say that? He's simply telling the TRUTH. There's not one single documented case of a sex offender harming a kid on Halloween. Not one! Kids are a 100 times more likely to be run over and killed by a drunk driver on Halloween. How about them apples? Yet where's the registry for drunk drivers? I'd like to know where the heck OSHA is. You'd be lucky to not break your neck trying to get around in an unsafe unlit area, even if it's your own home. The lights out part should be totally illegal and probably is. Like I said, where's OSHA and why aren't they doing their job to make living conditions safe.

Actually, I have been able to find one case of a trick-or-treater who was sexually victimized. It was the Halloween Murder of 1973 by Gerald Turner in Fond du Lac, WI.

His victim, although only 9 years old, was trick-or-treating alone, and went to the home of a stranger; and Turner had no prior record and thus would not have been subjected to the Halloween restrictions being applied to those on parole.

No prior record. Your comment proves even more what the Department Of Justice states - that over 90% of sexual abuse is committed by people who are not on the registry. But on Halloween, there isn't one documented case of a sex offender abducting a trick-or-treater. Overblown? You bet.

I guess you weren't around in 1973. Jerry Turner of Fond du lac WI took a young girl age 12 brutally raped her and killed her. Whe he was done he stuffed her in a garbage bag and left her in a farmer's field. She was an aquitance of his. That is why there has to be some restrictions in time or maybe parents should be involved with trick or treating??

OK, one tragic case way back in '73, and was it from a registered sex offender? Thousands of others who had nothing to do with that one tragedy do not deserve ostracizing. Factual data shows that most sex offenders do not re-offend, especially those whose crimes were non-violent (i.e. teens who had consensual sex with other teens). They are hardly "predators".

@ApparitionZ I lived in Fond du lac and was 7 years old when Lisa French was murdered just 4 blocks from my house. the entire town including my family went looking for her.when her body was found on a FARM STUFFED IN A TRASH BAG,you could hear the whole town crying when we were told she was dead. my mom stopped letting us walk to school alone.Things were never the same after that.

truth. 100% truth. it's good to see it out there. between 80%-90% of sexual offenses against children happen in their home, or with someone in a position of trust or authority outside of the home. parents, teach your kids not stranger danger, but of what can happen in your own home or with teachers, etc.!!!!!!
