What Reagan is actually "warning" us about is an evil, socialist program called, Medicare. Reagan actually said that if Medicare were passed, "we would all find ourselves spending our sunset years telling our children and our children's children about a time in America, back in the day, when men and women were free." Of course, when he became president, he fully supported the same program he once warned us would rob us of our freedom.

The speech is Reagan, but everything else is a fabrication. It's in TV aspect ratio, it's in color (which would be rare for the 50's), sound is stereo (not possible on TV in the fifties), and the tone-arm of the record player in one scene is from a record player made in the sixties. The audio on the announcer and the music is just too clear to be from the fifties, and the announcer voice and the style of announcing is completely atypical for the fifties. It just can't be from the fifties.
This is a scene from Michael Moore's film, "Sicko." He clearly said at the beginning of the clip that a family was sent a record. The footage you see was found and added for the documentary, and was clearly not an attempt to mislead the viewer of the documentary. There was no TV commercial.
