photos of the USS Liberty clearly show it was repeatedly bombed, hit with rockets, sprayed with Napalm, and torpedoed. Many injured came off the boat. Many dead came off the boat.
The Israeli planes and subs came directly at the USS Liberty. There was no battle action anywhere near the USS Liberty. The flags of the United States of America flew on the USS Liberty.
This does not appear to be collateral damage to me.
