Unconstitutional is right. If D.C. residents want representation that bad, they should fighting for an amendment.

The amendment should strike that portion of the Constitution that created a Federal District.

The territory would revert back to Virginia and Maryland and the people would become citizens of those states.

But note that no one on the "taxation w/o representation" side really wants that.

I wonder why?
