I wonder if Delbert McCinton listened as a study to John Fred. Their singing style and band are almost alike in ways. I really love this kind of music, because it's something I can tap my foot to.
It sounds like it was made for Fats Domino because that is Fats Domino's band playing on it. As soon a Fred was finished recording it Fats came in and recorded a version of it as well. There was no "Playboys" at this time as Fred was 16 years old. He was invited to be on Dick Clark's American Bandstand when Shirley broke, but he declined as he was on his high school's basketball team and they were playing in the championships and he deemed that more important.
Indeed, this one was on the Montel label, whereas "Judy In Disguise" was on the Paula label. But more unusual is the fact that "Shirley" hit the charts in 1959, eight years before "Judy" hit No. 1 and made the group more well-known.

Before their "Judy In Disguise", this was the very first chart entry for John Fred & the Playboys, on the Montel label, I believe. Good stuff!
