@controversyking Somebody put it in Harry's mailbox and Harry opened the box w/ a screwdriver. If he opened it w/ his mailbox key the bomb woulda been activated!  Then Harry and Briggs went driving and Briggs examined the bomb and it was left in the car when Harry started killing the vigilante cops.

God, I love that quote. Harry knows where the system stops and justice has to start...he doesn't blow away criminals unless they give him a reason to. That's why he's the toughest anti-hero in action cinema!

This was my least favorite of the Dirty Harry movies, but I must say the ending was pretty cool.
