You activate a newly made Halo ring to destroy the Flood on the Ark. The reason it doesn't kill everyone is because the Monitor has made it so that one ring fires, sparing the galaxy. All though the Gravemind is probably obliterated during the blast. The MC and the Arbiter attempt to escape, but only Arbiter makes it. Or does he? Watch after the credits, I've said enough already.

Actually EvilKennedy, you kill the Monitor so you can activate the unfinished halo which is being built on the ark (to replace the one destroyed in halo 1). Because you fire the ring while its unfinished it only destroys the ark and everything on it.
