A nice way to think about chord tones in soloing is thinking about those notes having different weights assigned to them as the chords go by in the progression. The highest weights go to the root, 3rd, and 5th to the chord of the moment. With tonal center soloing, you run the risk of hitting notes that ARE part of the tonal center but clash with the chord function.
