I know where this is! It's at the Oak Meadow Park in Los Gatos, CA! They don't use the steam train anymore; now it's a small-scale diesel freight engine. That crossing doesn't work anymore either.

In the 50's they had teardrop bells, this would be early 1900's if it pre-dates the wigwag crossing mechanism.
