It's not "according to anime" it's just that giving different characters wild hair colors help set them apart from other characters. Sadly it can be true that if you give certain people certain looks all the time they start to all look the same quickly - especially in anime style.....a lot of times in anime they give a character a hair color that supposedly matches their personality for example smart girls = blue hair and "fiery" girls = red hair blondes powerful and rich pink girly girls ect.

Japan tends more to romanticize western culture. But still, many Anime characters do indeed look Japanese while others look caucasian - though if you weren´t used to seeing Japanese people you might not pick it up since anime features are highly exaggerated.
