Also, a very easy way to catch a rare Pokemon is to try and confuse them and put them to sleep. But put it to sleep and then confuse it. It worked for me on all three legendary birds on FireRed. ^_^

After. You can indeed catch Rayquaza after Sootopolis City Gym but you need to go through league before kyogre/groudon. When done, you have to ask weather changes from the institute. The legendary keeps up a hideout on the road where is an extra rain/heat.
