What happens is the tree limb heats up and up releasing smoke and steam, (whistling sound), then the limb starts to burn. Since burnt wood is even more conductive, it allows enough current to flow between the burnt points to strike a arc, (looks like a line of fire along the limb), and it get longer until the gap is bridged, causing a high fault current explosive arc, melts/ breaks cable, causing an outage.
