Considering the title says something about a station and the fact that the track is curved, I would guess that the camera is on the very end of a platform and not actually on the ground between the tracks.
Nobody should walk on the track area without railroad training. It's really dangerous unless you know what you are doing and even then it can be dangerous.
I used to commute on this line. This must have been taken at the east end of the Chuo line's platform of Nishiogikubo station. Trains are going to and coming from Nakano.

撮影した場所は線路から1m近く離れていますし柵に囲まれた安全な場所で行っています。
むしろ線路に近い位置からだとこのようには撮れないので。ほぼホームの中心に近い場所です。
