i got an 03 civic and my brother could hear me from a mile away clear as day and from about an 1/8 from in side his house. with headers and no cat when i go to see moms she can hear me in the house from i would say between 1/2 to 1/8 mile so ya its loud the appartments i live in the people complane all the time.

so pretty sure hes got some type of launch control or two step so its supposed to sound like that, its a secondary rev limiter that would be set at a lower rev limit so its actually doing its job and hes not overworking it

it could either be that, or it could be the kpro. you might get that sound when you get it tuned, depending on who does it.
