2: it's quite clear that this commercial is about North Korea
3: it's a Dutch commercial for an insurance company, so as long as the language gives the impression that it's Korean (combined with other "Korean evidence"), I can dig that and so do many others that don't speak an Asian language
4: If all commercials had the "X-factor" of this one and other Delta Lloyd commercials, i'd forget all my favourite shows and embrace commercial time!
It's not a real language but made to sound like an Asian language. Even the characters aren't real but they do look similar to the Korean writing system though.
