Yes, this is Tokyo. Some scenes are from an area called Kabuki Cho. Other shots, for example, the scene at the huge cross-walk are from Shibuya area (famous gathering point of young people). Train shot is the Yamanote Line. Basically, he is singing about the rush for last train. Night of drinking / partying is over because that is the last train. In Tokyo, there is always a big rush exodus out of the bars at that time. Sometime people go to sing Kareoke etc. But have to make a decision.
