In March this year, the TTC started taking detours on certain occasions that sent trains through Lower Bay station. They did this so people could see the 'ghost station', since it hasn't been open to the public since 1966. The people you saw there were workers. Either they were there to ensure safety of the track, or to ensure no one managed to sneak onto the platform (Lower Bay Station is literally right below the still-used Bay Station, and the entrance is only blocked by locked doors).
Those people were TTC employees or photographers. They got special permission to go down there to take pictures/make videos. Thats what I think. I'm gonna take a few pics of Allen Station (Upper Eglinton West) soon enough with special permission.
