you tell me? with a voice like he had he did not need to follow any of the maqamat as he made his own style as he went along. Maqamat is something qura' learn to help with beautiful recitation, is similar to someone learning music and they have to learn certain vocals etc, also Abdul basit put in the maqamat but then made his own changes to it, similar to mustapha ismael, his style is also unique. my top 3 are 1)Abdul Basit 2) Siddiq Minshawi and 3) Mustapha ismael.

he is not the best, he only have unique voice. He never maqam jiharkah and nahawand, why?

He didn't recited the classical maqamat, because he didn't need them. So his reciting doesn't sound like a arabesk song, like some other reciters, who I don'n need to name. Abdulbasit had his own unique style, which probably will keep beeng unique till eternity...
