@Uberpwnzor9001 Its not from an episode. After YYH an OVA was released called Eizo Hakusho that had different opening themes for Kurama, Hiei, Kuwabara and Yusuke. This scene is from Kurama's opening. Sadly, Eizo Hakusho hasn't been dubbed so its incredibly hard to find.

It's Chichiri from "Fushigi Yugi: the Mysterious Play". He normally acts silly, wears a happy mask, and often appears as super-deformed chibi. But occasionally he removes his mask to reveal his scarred eye, and acts as serious advisor to the Suzaku Celestial Warriors.
