netsh stands for "net shell". Nice set of commands you have there but would of been a lot easier to create batch file (*.bat) rather than typing all those commands separate

you will need to reboot in order for the setting to take effect. It seems that disabling the autotuning feature will speed up threaded network downloads, mostly used with all sorts of downloading agents and per-to-peer networking, along with great improvement with file copying on your network.
