That's why you ask for service records when buying a used car. Not only will the service records prove the actual mileage (work orders have the odo reading on them) but if a car is well maintained the mileage really doesn't mean much. People make too much of a deal about mileage alone.
Generally a good rule to follow with this sort of stuff is "if it sounds to good to be true, it usually is" One a car is over 5 years old, the chances of being able to find one with less than 100,000km's/60'000 miles are slim at best. Don't let anyone fool you into thinking a car that is 10 years old has any less than 100,000km's/60'000 miles because they simply don't exist, unless they're rare or collectibles
If you got a newer model vehicle, you tamper with the odometer. you can face fine or jail time. that is called odometer fraud. Please check the laws in your state or country.
