Al Gore's father voted no on the civil rights act. Robert Byrd voted no on the civil rights act. The civil rights act would have not gotten passed without Republicans.
It is expensive to have a federal holiday. The government also shuts down when there is a federal holiday.
The Democratic and Republican parties of the 40's, 50's, and 60's bear little resemblance to the ones of today. As the make-up changed, southern Democrats either renounced segregation as Byrd did, or migrated to the Republican party.
And Helms' opposition to MLK Day (with a 16 day fillibuster!) had little to do with costs. Rather it was based on King's opposition to the Vietnam War and supposed communist links. Even some Republicans such as Bob Dole and Arlen Spector opposed him on this.
