It's certainly not a scam, it's just a little more effort than they let on to convince people to sign up under you. You can always pay your friends £5 to complete an offer for you, then you'll be getting your gift for about 25% of what you'd pay normally.
I had a look into it and from what I can tell it looks pretty legit.
The standard terms and conditions seem to apply (one account per ip address, no completing more than one offer, no refering yourself).
However you can't see how many referrals you need for a gift until after you've signed up, which is something I would treat with suspicion. It would suggest they don't have great rates with their gifts.
If you're starting out for fresh, I'd suggest going with the networks mentioned in the video.

Yep, I've got a few from the freebiejeebies site.
I got:
An 8GB iPod Touch (2G)
PlayTV for my PS3
and an Xbox360.
