Jack may have got the idea from Holliday's song but it is not a cover of it in anyway. Both songs are very good but completely different.

garage rock is kind of a blanket term, like britpop, or shoegaze, that more covers an era of bands rather than any particular similarity. Calling a band garage rock pretty much just means any band to come out around the time of The Strokes that played the elctric guitar.
