(LAX) L.A. can't use LAS or LOS because they both taken LAS is LAS VEGAS and LOS is LAGOS in Africa...So, the rule is 3 letters code and represent it city mean time so L.A. put "X" any that's exceptional unless its a LAST letter of code. I work one of airline at LAX . Examples here London Heathrow in Uk (LHR) and City Lahore in Pakistan (LHE) hope U get what i am trying to Say ,,MORE like first come first serve...
