the heat does not intensify or lessen if you dry out the pepper it just makes the pepper smaller making it smaller makes it seem that it has more heat in real it just makes it easier to swallow faster bc off the vine you have to chew to swollow it the size of those dried you could probably swallow it hole thus reducing the affect of the heat... well on one end anyways lol the reason it seems hotter fresh is bc the water in it also spreads the heat around your mouth for any pepper
