According to my research on this topic, there were exactly 5 rapes in the community of Wasilla over the 3 years in question. Of those, one rape victims insurance paid for the rape kit. The policy charging victims and or their insurance companies was the policy of the police chief with a limited budget there. The question remains about whether now Governor Palin knew of this policy or approved of it. The worst possible scenario I have found is that she was negligently unaware of the policy.
