It's not about where the hand needs to be... It's about the style of music that goes with that movement. It goes with Khaliji music. Or, sometimes, classical Egyptian songs will have section with a khaliji rhythm. That would be a good time to use it. But, in the middle of a baladi/shaabi song, it doesn't really belong. Look up baladi videos, then look up khaliji. The music is different, so are the dances. You'll see what I'm talking about it.
Be careful about the head swings. When done in that manner, with the hand on the chest, they are a characteristic of Khaliji dances, and not used in Egyptian baladi or shaabi.
