the slice in CS5 is actually hidden under the crop tool

so when you press the crop tool, hold down for about 2-3 seconds and a small window will appear next to it and you will get the choice of crop, slice, and slice select.

That bright green will make it very hard for people to see. I would darken the green to about a #33b50b in photoshop and it will make it alittle bit easyer on the eyes. This coming from a Graphic / webdesigner myself
