It's actually called a LFI - Low Flow Indicator. It was doing exactly what it was designed to do. You've got a pin hole leak somewhere. I'd rather have a good size leak...pin holes can be a major pain in the butt to locate, especially if they don't surface. I hope you're not trying to say it's the water suppliers problem? That leak is clearly on the customer (private) side of the plumbing. Hope it all went well.
Though it could be either, the leak is most likely "in" the cottage, not between the meter and the cottage.
