  • Though it could be either, the leak is most likely "in" the cottage, not between the meter and the cottage.

  • It's actually called a LFI - Low Flow Indicator. It was doing exactly what it was designed to do. You've got a pin hole leak somewhere. I'd rather have a good size leak...pin holes can be a major pain in the butt to locate, especially if they don't surface. I hope you're not trying to say it's the water suppliers problem? That leak is clearly on the customer (private) side of the plumbing. Hope it all went well.
